State and Local Incentive & Financing Programs

The Maryland Department of Business & Economic Development (DBED) provides all of the necessary information regarding tax credit programs, access to capital, and financing resources through the State of Maryland. There are a variety of incentives and financing options to assist your business in the expansion or relocation process.

Greater Baltimore’s respective city and county economic development corporations are responsible for individual incentive and financing options. Please see the links below for incentives in particular locations:

Bank Financing

There are many banks in the Greater Baltimore area that work with businesses and individuals at local, regional, and nationwide levels

Venture Capital Resources

The Maryland Venture Fund, started in 1994, is a state-funded seed and early-stage equity fund. The Fund makes direct investments in technology and life science companies and indirect investments in venture capital funds. The Fund has two investment vehicles: the Challenge Investment Program and the Enterprise Investment Fund. Follow the links for more information.
