State Information

Most businesses will need a State of Maryland Business License, which can be obtained from the Clerk of the Circuit Court in the county where the business will be located. While licensing is handled primarily at the county level, the State License Bureau monitors state business licenses. We encourage new businesses to utilize the Department of Business and Economic Development’s Business License Information System.

County Information

Each county has its own policy for regulating and permitting businesses. We encourage businesses to work with the city or county’s economic development office for assistance in the permitting process. Baltimore City

The Baltimore Housing Office of Permits & Building Inspections enforces the Baltimore City Building Code and state laws pertaining to construction and occupancy. Information regarding permitting, zoning, and inspections can be found on the Document Central page of the Baltimore Housing website.
