BRACtion - In anticipation of the regional impact of the Base Realignment and Closure (BRAC), Baltimore City's Mayor has put together a plan of action that identifies several proposed projects:

  • Russell Street/MD-295 Ramp & Intersection Upgrades (not yet funded)
  • Russell Street Gateway – Phases II & III (funded)
  • Annapolis Road Bridge Over 295 (funded)
  • Annapolis Road, Waterview Road and Maisel Street Bridges (partially funded)
  • Feasibility study of MARC Camden Line Station near Westport
  • Boston Street Widening/Reconstruction (under consideration, not funded)
  • The expansion of MARC service from Penn Station to Aberdeen
  • MARC Station at EBDI or Bayview (to be determined, under consideration)
  • Promote the Commuter Choice Program to encourage transit use (funded)
  • Create a Transit-Oriented Development zoning and incentive programs for transit nodes throughout the City
  • Further discussion of the implementation of the Baltimore Regional Rail Plan and its Red and Green Line priority segments

In addition to BRAC-related development, several other projects pending within the Greater Baltimore region:

Reisterstown Plaza Metro Station - MTA is seeking a high quality transit oriented development for the property, which is near the Reisterstown Plaza Shopping Mall and Plaza, adjacent to a District Court facility and the Seton Business Park. The Metro serves over 2,000 people daily, and it is a major transfer point for a number of MTA bus lines.  It presents the opportunity to complement the "Town Center" functions at Owings Mills with community center functions appropriate to the community here. A broad mix of commercial, residential, and office uses are under consideration.

Savage MARC Station - The MTA is considering a development opportunity at the Savage MARC Station.

State Center - The State of Maryland is seeking to develop a 25-acre site for the main state government complex in the heart of Baltimore. The Project includes 5 buildings and 1,300 parking spaces.

Two transit-oriented Senate bills were recently introduced:

    - Senate Bill 204 - an administration bill that would add transit-oriented development to the legislatively-directed priorities of the Maryland Transit Administration.

    - Senate Bill 206 - another administration measure, which would authorize the Maryland Department of Business and Economic Development to create BRAC “revitalization and incentive” zones. Special incentives, including tax benefits, would be available for local jurisdictions to steer business development to designated zones that would be in locations compatible with the principles of Smart Growth.
